How did you try to verify that the valves won't go up or down?

Sounds like something is seized to me. Check the cam chain and tensioner, seems to be an epidemic with those lol.

First thing I would do is find out where the oil is coming from, if its just a loose head bolt then no biggy, but if there is a crack somewhere or a hole in the block? yucky! whats oil level at, is it good?

So the starter itself wont turn the crank? did you try putting it in neutral and push it, pop it into gear? Is it possible the starter itself is bad?

so far, it still seems to be something with the starter and not the engine. I am still confused with you looking at the valves to see if they are doing anything? Unless you are turning your engine over by hand and a breaker bar, its not going to do anything when the starter is not working properly.

ok the last cbr i had i bent the vavle and the evently it broke of witch is what i thought i did. but it wassnt we opened the stator cover and the cast aluminum pieace that hold the statr gear in place had broken off so i can get it to turn over now because we moved the gear back into place but there is a peace of that cast that broke off so the gear can move arround and possible cause it sezie while riding

So you got all of the broken piece out? Are you talking about the shaft/rod that the gear sits on? dang!

The problem you are describing is called a hydraulic seize. Most likely one of your carb floats stuck and the intake valves on your #4 cylinder were open while it was parked, this caused the gas to flow in and then when you tried to start it the piston pushed the gas into the valves bending one or more.

That shaft that the sprocket for the starter sits on is not attached to the motor, that is a rod that is placed into that hole after you get the sprocket lined up. Or did the hole that the rod goes into break?

if its welded will it hold? no concerns about re-breaking,there is a small crack that runs down the casting edge about a quarter of an inch.

It wouldn't be my call, it would by my buddy Casey, I have yet to find something that he can not weld, hell he just welded my stater cover case which is magnesium! But if he did it, it wouldn't happen again.
