That is a bike that you better be able to steer with your knees cause any input you put into the bars is going to take a week to get to the front wheel. If you can even counter steer something like that.

i think that would be really hard to photoshop but idk. and yeah its seem so absurd but the guy at the last bike night had something similar to this and its just like WTF.

I have seen this pic before. It somehow didn't suprise me haha. And yes they're illegal, if they go over your head then they are illegal but so is having a bike that's straight piped and harley riders get away with that too.
